A directory, as proposed by the Subcommitte on Music and Liturgy is a start. They are proposing rules. An individual song/chant will be submitted to the local bishop for approval. Also there should be guidelines, as you guess: they should not dilute Christian dogmas like the Trinity and Christology. Is Christ divine, for example?
