Should a Catholic Church have a separate service of The Stations of the Cross on Good Friday? Is it recommended that this not be done?

It is quite common but not universal.

our Stations of the Cross will be held at 10 AM , because the continuation of the Mass will be held first at 3, then again at 7

We have Stations of the Cross throughout lent on Fridays at Noon and 7pm.
Good Friday we have an Ecumenical Service (w/ Episcopalians -- a service recommended by the Bishop) at Noon, Stations of the Cross at 3PM and Solemn Liturgy of the Passion (including Veneration of the Cross) at 7pm followed by Confessions.

I've never seen it recommended that Stations not be done on Good Friday. We have them at 7:00 pm just as on all other Fridays of Lent. My family has never made it, though - we're usually too wiped out by that point.

Can a Catholic Church just have Stations of the Cross on Good Friday without having a Solemn Liturgy of the Passion?

Yes. There is no requirement to have the Solemn Liturgy, but it would be unusual to omit it unless it's a situation where there are more parishes than priests. It's quite a draining liturgy and I wouldn't blame a priest who doesn't want to do it multiple times.

Right, Stations of the Cross could be led by a layman (not ideal, of course, but it could be) while the Solemn Liturgy/Mass of the Presanctified could not.
