High culture is a term that refers to the culture of the intelligentsia or the educated elite. This could include fine art work, classics such as Shakespeare, Dickens, classical music, opera and ballet. It is common in high culture for women and men to cover their bodies, but they don't always cover their heads.

You can see this in artwork and films. There is a distinction or duality between mind and body. The mind is in the head. If you are interested in the mind, then you would pay attention to the head of a man or a woman. If you're not interested in the mind, then you may stare at the body. The brain is not within the body, but within the head. This is why some intellectuals may cover their bodies aswell.

If you stare at a woman's legs, her brain is not within her legs. Sometimes this could be unprofessional in my view. Why should somebody get an important job based on her legs? It should depend on her opinions, her beliefs, her ideas, her skills etc. It is professional to look at her head and listen to what she has to say. Her opinions, beliefs and ideas are in her head and they come out of her mouth.In my view, it is better practice to look at the head, but some working women are not blessed by the religion. They don't have full support to get the most important positions.
