According to Revelations 1: 5-6 Christ loves us and freed us from our sins by his blood, and made us to be a kingdom, priests serving his God and Father.
Are the laity considered PRIESTS?

Yes, in the same way that all citizens of the nation of Israel in the Old Testament were priests, as seen from the quotation in Revelation 1.
