It seems canon 1246 does not mention the Nativity of St. John the Baptist as a universal solemnity. However, it seems to be down in a few calendars as a solemnity. Is it not universal?

It is the solemnity universally. The Roman Missal, third edition in Latin, indicates so. 8-)

1246 deals with days on which there is a Mass obligation, not with which days are solemnities.

Wikipedia gives the list of solemnities:

The Nativity of St. John the Baptist is a solemnity in the General Roman calendar, but not observed as a holiday of obligation.

It also lists St. Olaf as a solemnity in Norway calendar: July 29, by the way.
