Do you mean in the whole world? In the Catholic Church there are 2,898 regular dioceses!

I'm pretty sure once the current Code of Canon Law was ratified, you could satisfy your Sunday obligation on Saturday evening anywhere in the world, in any Catholic church. It became church law for all dioceses and archdioceses simultaneously.

Can. 1248 ยง1. A person who assists at a Mass celebrated anywhere in a Catholic rite either on the feast day itself or in the evening of the preceding day satisfies the obligation of participating in the Mass.

I found what appears to be a relevant document. See the section on Anticipated Masses. It seems there was an indult for the entire United States allowing anticipated Masses on Saturday evening starting in 1970.

I believe that when it was first introduced, some dioceses decided not to implement it (this was before the 1983 CIC). They generally gave in after border parishes complained about losing their congregations to the diocese next door.
