I had never heard of Francis Chan before in spite of reading a lot of Catholic and some Christian media.

The only ones who seems to say that he is becoming Catholic are either evangelicals or certain Catholic apologists. To me it sounds more like he's moving in the direction of either an Anglican/Anglo-Catholic or Lutheran understanding.

Well you are quite right that there is nothing necessarily or distinctively Catholic about what he said. There are many people within the Evangelical fold who could say the same it similar things.
