I have somewhere seen a book that summarizes all the major councils of the Church and what they decreed. Does anyone know what this book is, so I can get my hands on it?

I believe that you are talking about "The Church in Crisis: A History of the General Councils" by Phillip Hughes.

This book is available to read online a few places. I used to have the link to it but my computer just crashed. If you can' find it let me know.

The General Councils of the Church by John Murphy. This book is online at: The General Councils of the Church.

FYI, The Church in Crisis by Hughes, which bonaventure mentioned above, is also online at: The Church in Crisis

If you're interested in the docuements of the councils themselves, they may be found online here: All Ecumenical Councils.
