Our priest, a very good man, frequently has the congregation raise up and extend our arms to bless fellow parishioners. I believe this to be an error. Can anyone deny or confirm his error? As I understand blessings come from above and cascades down, like a rive might flow. I can bless my children and my priest can bless me, however, I can not bless my wife for example but I can ask God to bless her. And of course we all can pray for each other. I would like an example of an official church document if you can offer one.

I like 1669 in the Catechism, "...every baptized person is called to be a 'blessing,' and to bless." The Catechism cites Gen 12:2, Lk 6:28, Rom 12:14, and 1 Pet 3:9. May your blessings be abundant.

Lay people certainly may bless in private (and you could bless your wife). I am not comfortable with blessings of the sort you describe in a liturgical setting, but I think you are looking in vain for an official document that says it's not possible.
