 Post subject: Use tax dilemma

So I'm preparing my taxes for this year and here in PA we have the wonder of a use tax, which is "intended" to be on online purchases and mail order and such.

The tax form asks if I've made any out of state purchases, and I've tallied all the online ones which I didn't pay sales tax on (to the extent that I could dredge a year of receipts) but I am getting the impression they want to also tax literally every dime spent out of state, even when it was taxed by that other state. (Don't even have half the records to account for that, and it'd make me broke to pay PA tax on top of the other states sales taxes as well)

Morally speaking, what do I do here? It seems a bit confused when one jurisdiction is demanding to tax activity in another (I mean morally here)

If you bought something out of state and didn't have it delivered into PA it's not subject to PA sales tax. Does this help? For example if you bought an ice-cream cone down the Shore you don't have to pay PA sales tax on it.

I can't give you legal advice, but I can say you aren't morally bound to a very great level of precision. IL (where I live) allows you to pay a flat percent of your income instead.
