1. Can a person in a state of mortal sin benefit from sacramentals?
More concretely, is a person in a state of mortal sin who crosses herself with holy water "better off" than someone else in mortal sin who doesn't do that?

2. Are prayers said in a state of mortal sin less effective, so to speak?

I have common sense-ish hunch, but detailed answers would be appreciated.

1) Yes; they can lead the person to repentance and reconciliation.
2) Yes, but not ineffective.

Sacramentals always lead a person to reception, restoration, or increase of sanctifying grace. Since a person in mortal sin has no sanctifying grace to increase, I don't see how they could do anything other than dispose a person toward reconciliation/justification. That preparation might include growth in natural virtue and things like that, but only as a preparation for the reception of sanctifying grace.

I'm thinking of cases like using holy oils in hope of miraculous cures, etc.
