Pro Ecclesia Dei quoting Thomas wrote:
But should one be able to prevail against the tyrant, from this fact itself very grave dissensions among the people frequently ensue: the multitude may be broken up into factions either during their revolt against the tyrant, or in process of the organization of the government, after the tyrant has been overthrown.

If only American foreign policy thought about that a little bit more before insisting on regime change in the middle east . . .

Indeed, the Lord Jesus, when He prayed to the Father, "that all may be one. . . as we are one" (John 17:21-22) opened up vistas closed to human reason, for He implied a certain likeness between the union of the divine Persons, and the unity of God's sons in truth and charity. This likeness reveals that man, who is the only creature on earth which God willed for itself, cannot fully find himself except through a sincere gift of himself. ~ Pope Paul VI, Gaudium et Spes 24.3

After decolonisation, this was a serious problem in erstwhile colonies of Asia and Africa. My own country, India was partitioned (Muslim Pakistan). Even after partition, there was the danger of conflict of the South or the North-East against the dominant North, and among different castes within the North.
