Can lay people use incense in private devotions?

Is burning incense before an icon a priestly action?

1) Yes.

2) In a Western context, no. I don't know about in an Eastern Rite context.

In the Syro Malabar Mass, Altar servers incense the people and even the Altar. Censing icons is not a part of the Mass, and when it happens I have never seen a layperson do it when a priest is present.

PS Yesterday my neighbour was censing his home. When he saw me, he censed me too.

Same with the TLM but servers are at least in the West broadly the remnants of minor clerics so when they serve during mass I do not consider their actions to be lay.
