Some don't want to shake hands. They nod. And grimace. Or glare. Depends upon the eye of the beholder.

Is it correct that if a Catholic church does the Sign of Peace, people should not leave their pews and shake hands with people in the pews across the aisle?

There is no rule on it but I would say that the sign of peace ought not to be disruptive or take an inordinate amount of time. It should be over and done in about 30-45 seconds.

What people tend to forget is that the Sign of Peace is in response to Matt 5:23. The person you are greeting stands in for every person you've ever offended and every person who's ever offended you.

I intended to mention that, but I still think it is wrong the way that some parishes make a major 'event' out of the sign of peace, stopping the liturgy for about 20 minutes with everyone leaving their pews and hugging everyone, in some parishes, the sign of peace is longer than communion, and I think this is wrong. It should be done quickly, it shouldn't slow down the liturgy, the sign of the peace is not the main point of the Mass.

I would moderate your observation a bit, but, in my experience and over time, the Sign has migrated from a serious, semi-formal greeting to a mini-social event.

Oh, I didn't know that the one greeted is a proxy for one you have offended. I assume the "offense" has a more traditional definition and not the current definition of one-size-fits-all for every occasion and from every point of view.
