Who picks the prayer intentions said during Mass.

If you'd come to my Church, week after week, you'd almost think there were no other sins that need special mention (or at least those impacted by a given sin).

This past Sunday 3 of the 5 were different variations on racial injustice.

2 weeks ago the prayer intention included (close to verbatim) "To wipeout the evil and deeply ingrained sin of racism".

Who comes up with these? I don't see a "special prayer intention" lockbox on the way going out of church.
Even weeks when terrible things were happening to Catholic Churches and statues of Mary.... nothing gets mentioned about these. But, you can be certain 'racism' (deeply ingrained and especially evil) will get mentioned.

The pastor or someone to whom he delegates the job.

There are sources that provide them, and I pick and choose and modify from a few to come up with ones I like. The ones from Priests for Life will almost always mention abortion in the way that racism is mentioned in your example--the only sin that needs to be mentioned by name. Another source seems to be convinced that rich people are all probably going to Hell. So, as I said, i pick and choose and modify. Your parish may be drawing from a source that focuses on racism.

At least racism, racial injustice, etc are actual sins. One priest that has gone viral recently led his parish in repenting of the 'sin' of 'white privilege' (a non-existent thing) modeled after the renewal of baptismal vows.

At another time, I encountered a prayer card which had a prayer asking for forgiveness for the sin of 'heteronormativity'

For many months, I had to listen to the pastor at the tiny parish in south Texas that I attended include among his prayer intentions the closing of my place of employment, based on the bold-faced lie the Bishop propagated (I know it was a lie because I was there and saw first-hand what the Bishop saw when he visited). Although those days are long behind me, the memory is still painful.

Our pastor has delegated this duty to the parish secretary, who is a strong proponent of women's ordination. As such, she NEVER includes anything about praying for vocations. Luckily, in about 18 months or so, this parish is going to get a newly ordained permanent Deacon and that problem can be rectified...

 Like...until us ladies get what we deserve, no priests for anyone? Is that it?

One only hopes that they do not add the advance of gherkinism to the intentions.
